No OEM Packaging and I am not sure if the Instruction Sheet that was packaged with it is the Correct sheet. It SAYS 97 & Later FLHR. Please check your Measurements to be sure. Fitment: I measured appx. 27.5" from Center of one hole to Center of other hole. There may also be a bit of Stretch in the strap once installed.
