This is an official President Jimmy Carter bill signing pen. The bill signers are the most sought out of all of President Carter's pens. It comes in its original green presentation box with both the Presidential Seal and President Carter's facsimile signature on the box. The pen carries the President's signature and the wording "The White House." The pen is President Carter green with a silver cap. Carter's favorite color was green, and he was famous for having most of his presidential giveaway items done in green, including the only green presidential bill signer.

Most Carter bill signing pens have been ruined by severe leakage. This one has not and is in very good condition. No cartridge.
